What is a Safety Management System?
A safety management system (SMS) is a strategic, systematic approach to creating a culture of health and safety that is integrated into every level of your organization. It uses policies, planning, and evaluation to ensure continual system improvement that prevents incidents in the workplace and helps you achieve your operational goals.
A safety management system is not software or a technology application. Instead, it is the collection of activities and policies that provide the playbook for health and safety in your organization. However, safety management system software is crucial for managing the complexity of compliance requirements and safety best practices in today’s marketplace. The scope of your safety management system and the software that supports it depends on the size of your organization, documentation requirements, the business functions needing control, stakeholders, the business sector, and even legal obligations.
Safety management systems go beyond the requirements outlined in regulatory standards from the Occupational Safety and Health Administration (OSHA) or the Health and Safety Executive (HSE). Leadership must also identify and evaluate opportunities for planning and execution to sustain control within a process framework.
While organizations will decide what features the safety management system needs to control, the general areas for consideration include the following:
Management leadership and commitment
Hazard and risk identification, evaluation, and control
Safety and health participation, awareness, and communication
Rules, procedures, and written instruction
Safety and health training and skill development
Emergency response planning
System administration, auditing, and control
A safety management system is more than simply a checklist or safety manual that helps you conform to regulatory requirements. It must manage human factors, promote safety awareness, provide guidelines to your employees, and work towards accident prevention.
